NOTES OF THE PARISH COUNCIL MEETING 

HELD AT 7 PM ON WEDNESDAY 24th NOVEMBER 2021 at THE VILLAGE HALL

1 Apologies for absence

Cllr Mrs Elliot Cllr Inkley, these apologises were unanimously accepted.

2 Declarations of Interest

4.  Notes of the meeting held on Wednesday 29th September 2021 to be approved as Minutes

Proposed Cllr Walton seconded Cllr Mrs Chatterton-Crane & unanimously agreed that the minutes should be signed.  

5. Clerks Report

a) Letter sent to Victoria Atkins MP & Andy Gutherson LCC in support of the Orby Relief Road, being part of the coastal route planning. Replies sent out to Councillors.

b) Letter received from Highways concerning the offer of horse signs within the Village which were offered in error

Both letters were read out to all present.

6.Finance

a) Payments to be made

Salary October & November £ 253.60

LALC (Training) £108.00 including £18.00 reclaimable VAT

Clarks Clerical Service (half yearly audit) £50.00

It was unanimously agreed that these payments should be made.

b) Balance of accounts £7939.03

The report was read out by the Chairman

d) To discuss budget & Precept

Paperwork was sent to Councillors before the meeting and was also handed out to residents at the meeting. 

After discussion it was proposed by Cllr Walton and unanimously agreed that the precept should remain at the same level as the previous year by reducing the reserve.  A precept claim of £2765 will be made.

7. Planning

Section 73 application in relation to condition no. 1 (holiday occupancy - to allow extended holiday season) and condition no. 3 (touring caravan area - to remove touring caravan area) as imposed on planning permission reference N/134/03228/08 which was to vary condition no. 2 (holiday occupancy) as imposed on planning permission ref no. LAND SOUTH OF MILL ROAD, ADDLETHORPE

Although the Parish Council were not consulted on this application it was unanimously agreed that the Council believe that the construction would have am adverse effect on Orby, it was therefore agreed to OBJECT, the Clerk will draft a response and circulate it to the Councillors, before submitting

8. Social Media/ Facebook -Cllr Mrs. Rose

a) To adopt the Social Media Policy – sent to Councillors before the meeting

It was agreed to defer the adoption of this policy until the next meeting as a new Code of conduct is to be introduced, 

b) To discuss the way forward with a Council Face book page.

Cllr Mrs Chatterton-Crane agreed to continue updating these policies

10 Speed watch – Cllr Mrs. Chatterton-Crane

It was unanimously agreed that the Village should go ahead with the speed gun project. Cllr Mrs Chatterton- Crane will head the project, the Clerk will arrange training through the Road Safety Partnership.

11 Highways

a) Signage

It was agreed that the Parish Council should invite Highways to visit the Village before Christmas to discuss outstanding issues

12 Replacement of Village Bench – removed by Cllr Walton

It was unanimously agreed that arrangements should be made to replace the bench.

13 Agenda Items for the next meeting

To Adopt the Social Media Policy, and discuss the way forward with a Facebook page
