Orby Parish Council
Notice is hereby given that the Orby Parish Council meeting took place on:
Wednesday 28th January 2026, Village Hall, Orby at 7pm
The Council meeting commenced at 7.15pm after the public forum.

Public Forum
The Clerk to report the Retreat/Stables to ELDC Enforcement for people living in the barn.
EL – failed street light by the pub.
The question was raised about the latest application for new houses to be built (x9). The Chairman stated that the area that these were planned for had been designated as an infill site a few years ago.
The application for the Shires 3 properties was originally refused by ELDC Planning but this decision was overturned on appeal and so a precedent has been established. There are 2 issues with this development however – the footpath has been moved and there is a drainage pipe discharging straight into the drain.

Cllr Eyres explained that ELDC are pushing for 2 district councils to combine. LCC want complete control and only 1 entity. The issue is that whatever happens, there will be less Officers and Councillors so more dissociation from the PC’s.
- Reports from Councillors re: external meeting
Mr Smythson is the Applicant for the new properties afore mentioned. He has agreed to donate money to the PC – suggested £2500 per house built. These will be affordable houses.
- Precept for new year?
No rises in Orby precept have occurred for several years. This is hampering any opportunity to invest in the village, so the Chairman put forward a motion that the incresase this year should be 20%. This was seconded and unanimously agreed.
- Village Green?
- Transfer of land asset to Orby PC for conversion to a Village Green – update
- Estimated costs (legal fees) to be in region of £2200
- Community Action Group set up? Committee? Bank account and application to Lottery Fund?
- Agreed to the name of the CAG and that is the Orby Community Association.
- Need to put onto facebook site that volunteers wanted for the committee
- Agreed to set up a Nationwide Account
- Agreed to continue with the transfer
- Look to setting up a committee without PC members?
