Minutes of Meeting - July 2025
Orby Parish Council
The Orby Parish Council meeting took place on:
Wednesday 30th July 2025, Village Hall, Orby at 7pm
Prior to the meeting, there was a Public Forum which commenced at 7pm and during this time.
The Council meeting started at 7.25pm.

- Fence destroyed Holmfield Lane & C541. Richard Fenwick had said he would look at the situation but no results yet.
- The ‘Open Space’ adjacent to the Village Hall was discussed. Certain Residents voiced their objections to the PC taking this space on as an asset transfer.
- This area is fed by a Private Road only
- Does not qualify to be a Village Green
- Public Liability would be a burden on the rate payers
- LALC advised Orby PC previously, not to take this asset on as it would impact on the P&L, with high costs to cover for hedge/grass cutting and drainage issues – 3 cuts at least a year which is more than the precept can pay for
- The Chairman stated that it would only be used on odd occasions – not every day.
- The PC will meet with ELDC to get all details and feed back on the findings.
- Need more people on the PC – wanting Volunteers.
- Faulkeners Lane – subsidence and many of the roads around the area are crumbling. Not borne out by footpath/road survey but will be tackled in 1-3 years. Attempted car break in at the end of the village. Street lighting needs to be re-instated.
- Av Speed cameras would be cheaper and better than a bypass but – as per Richard Fenwicks last visit – would only be installed if there were fatalities on the road.

Only to report that a meeting will be held with an Officer from ELDC about the issues concerning the transfer of the open space to the PC.
- Setting up of a Committee to administer this transfer and arrange funding etc for its upkeep. Project needs a name for Constitution etc.
If the Open Space Project gets the approval of both ELDC and the PC/Residents, then volunteers would be sought to run this area as a Community Action Group – via grants etc.
- Update of report on vehicle transit speeds through village and footpath survey – by LCC
As per the Archer’s survey shown to the PC/Residents.
Highways engineers have stated that they have assessed the area and that no engineering casualty reduction measures were identified.
There were only 0.1% of vehicles transiting the area at the time of the survey exceeded the speed limit by 30mph. 0.2% exceeded the speed limit by 20-29 mph. (6222.7 vehicle movements)

- Bank refused cheque for Clerk as date smudged – re-issue one for £166.40
- Microsoft Licence renewal £84.99 (already paid by Clerk).
